Norma Rodriguez - Chair

Norma Rodriguez worked for Justice Overcoming Boundaries before joining CPI (Center on Policy Initiatives) where she now works as a Community Organizer. She currently serves as the Chair of the JOB Board.

A native of Porterville, California, Norma earned a BA from UC Irvine in Studio Art with minors in Education and Chicano Latino Studies. She received a Masters’ degree from UC San Diego in Latin American Studies with an emphasis in International Migration.

Norma Rodriguez was first became engaged in JOB work in 2006, when she was a part of the organizing committee for the "March for Dignity, Respect and Hope." Since then she has held several leadership positions within the organization.

Rev. Dr. Richard Freeman - Treasurer

The Rev. Dr. Richard Freeman is a founding member of Justice Overcoming Boundaries. He is the Senior Minister of Community Congregational Church in Chula Vista, where he and his family have lived since 2000. He was ordained in the United Church of Christ in 1971 and is a native Californian. He earned his B.A. from Hastings College in Hastings, Nebraska and a Masters of Divinity Degree from United Theological Seminary of the Twin Cities in Minneapolis, Minnesota. His Doctor of Ministry Degree is from McCormick Theological Seminary in Chicago, Illinois.

Rev. Freeman has served churches in Akron, Ohio; Grand Junction, Colorado; Chicago and Champaign, Illinois; and Albuquerque, New Mexico.

He has worked with many non-profit organizations including acting as Convener of the South Bay Interfaith Alliance and the Moderator of the Southern Association of the Southern California Nevada Conference of the United Church of Christ, and President of the Ecumenical Council of San Diego County. He has been very involved in local community work, serving as Treasurer of the Third Avenue Village Association, the Vice-Chair of the City of Chula Vista Urban Core Specific Plan Advisory Committee, on the planning committee of two National Workshops on Christian Unity, held in Albuquerque, New Mexico and San Diego, California, the Board of Directors of the New Mexico Council of Churches, and the Chair of the Illinois Consortium on Governmental Concerns (IMPACT).

Before moving to Chula Vista, he was a Kiwanian for 30 years, earning honors as a distinguished Club President (twice) and Distinguished Lt. Governor.

Currently he is a member of the Chula Vista Rotary Club. Addiontally he serves on the board of the Interfaith Shelter Network, and is Chair of Section A of the Southern Association Church and Ministry Committee.
